Congestion pricing lawsuits to be heard by federal decide in last-ditch effort towards tolling plan
NEW YORK CITY (WABC) — As New York Metropolis’s new congestion pricing plan is about to start in just some weeks, a federal decide will hear arguments over the controversial plan.
